How I can does one select, pull out (withdrawal), drag (move/shift), and insert a row or column in another place (another position number) in OpenOffice Calc spreadsheet program? Also how to swap columns or rows?

For this you need click on header of row or column (for select needed whole row or column), or press hotkeys Shift+Space for select whole current row, or Shift+Ctrl+Space for select whole current column, then press Alt and drag selected row or column (Alt+LMB on the row or column and drag mouse: do it on a selected area (any selected cell), but not on the header), then drop in right place. Same way you can swap columns or rows.
